These collars were a way for 'busy working girls to turn night into day' by glamming up their work frocks (another way was to attach lace to the neckline); they tended to be white, and often of false pearls. This one, however, is not trying to be anything it isn't!
The intricacy of the web is what made this so effective; and it would look just as good on a little black dress today! The fastening is perhaps a little tatty, but it is otherwise perfect. Fastening with one of its own beads, it measures approximately 14½ inches at the neck, by 2 inches wide (37 by 5 cms).
