This is very similar to a bag owned by HRH in the very early 1960s, both in its shape and in the hardness of the casing - but that one was a clutch, whereas this been updated with a long single strap. Debonair, I believe, was the name given to accessories of the British Shoe Corporation, who owned most of the shoe shops on any High Street until about the early 80s, so it's likely this was originally produced to match a pair of shoes.
It may be made from coated leather - the inside, which is nice and clean, looks like suede - which would account for these little spots, the major fault I can find; I assume it's where the coating has worn away from the leather. The spots are very small, and not immediately apparent.
Internally, there is just one little pocket, where the label with the brand name was originally stuck (and needs a drop of glue). Despite its age, it's still smart and very usable: approximate measurements are, length, 8 ¾ ins to 11 ins (22.5 to 28 cms); height, 5 ½ ins (14 cms).
